Joe Mullikin
Educational & Leadership Consultant
Dr. Joe Mullikin is an award-winning educator and leader. He has worked with every level of pre-K–12 education, most recently serving as the assistant superintendent and acting superintendent in the Meridian CUSD 223 in Northern Illinois. During this time, he oversaw the implementation of multiple curricula and supported a significant shift to data-informed decision-making. In 2024, Dr. Mullikin led the Meridian district to a Gold Award of Excellence for Organizational Effectiveness through The Partnership for Excellence (regional Baldridge affiliate), the first school in Illinois to achieve this honor in over 25 years. With over a decade of work consulting, speaking, and supporting school districts, local organizations, and leaders, Dr. Mullikin has the experience and background to support the continuous growth and development of districts and organizations.
In addition to his work, he currently serves on the Burpee Museum of Natural History in Rockford, Illinois, the IL-ASCD Board of Directors, and the MTSS Advisory Council for Cignition Education; teaches as an adjunct for multiple universities; and is involved in volunteer work throughout his area. Prior to his work in education, Dr. Mullikin worked for Prudential Financial, ATI Physical Therapy, and Rockford University. This, along with a nationwide network of school and local government leaders, has provided him with a well-rounded approach to organizational development and growth.
He has a B.S. in kinesiology from Olivet Nazarene University; an MAT in secondary science education from Rockford University; an MSEd in educational leadership from Western Illinois University; and an Ed.Doc. in educational leadership from Western Illinois University (Dissertation focus: The Impact of Character Education on School Culture during COVID).
